NYSC Camp Death: Senate Orders Investigation into Etimbuk Daniel’s Death

The Nigerian Senate has called for a thorough investigation into the death of Comrade Etimbuk Daniel, a corps member who reportedly died at the National Youth Service Corps (NYSC) orientation camp in Enugu State amid allegations of delays in receiving medical attention.
Daniel, the immediate past Students’ Union Government (SUG) President of Akwa Ibom State University (AKSU), reportedly developed complications after experiencing a headache while participating in the mandatory national service programme.
The matter was brought before the Senate by Senator Aniekan Bassey, representing Akwa Ibom North-East Senatorial District, through a motion on a matter of urgent public importance pursuant to Orders 41 and 51 of the Senate Standing Orders, 2026, as amended.
Presenting the motion, Bassey described Daniel as a vibrant and patriotic young Nigerian whose death had plunged his family, friends, the university community and Akwa Ibom State into mourning.
The Senate expressed concern over reports suggesting that the deceased experienced delays in accessing appropriate medical attention at the camp’s clinic after developing what was described as a seemingly minor headache.
The lawmakers said the circumstances surrounding his death raised serious questions about the adequacy of healthcare services available to corps members at orientation camps nationwide.
They also expressed concern that the incident could point to broader challenges, including inadequate medical facilities, shortages of qualified healthcare personnel and ineffective emergency response and referral systems in some NYSC camps.
Citing Section 14(2)(b) of the 1999 Constitution of the Federal Republic of Nigeria, as amended, the motion emphasised that the security and welfare of citizens remained the primary responsibility of the government.
It further stressed that the government had a duty to protect young Nigerian graduates deployed away from their homes to participate in the national service programme.
The Senate lamented that Daniel’s death had cut short a promising future, leaving his family and the wider community in grief.

    Ningi Demands Accountability

Contributing to the debate, Senator Abdul Ningi, representing Bauchi Central Senatorial District, called for accountability, insisting that Daniel’s death should not be dismissed as a natural occurrence without a thorough investigation.
Ningi described the incident as a possible case of culpable wrongdoing, declaring that “somebody killed him” and demanding that anyone found responsible be held accountable.
He condemned what he described as a tendency to treat the loss of Nigerian lives as an ordinary occurrence without taking meaningful steps to prevent similar tragedies.
The senator questioned why the death of a young Nigerian serving his country should not trigger an immediate and comprehensive investigation.
“Is it because Daniel is not my son? He’s not my brother? He’s not from my community, that it does not bother me?” Ningi asked.
He warned that another corps member could suffer a similar fate regardless of their state of origin, stressing that the incident should concern the entire country.
Ningi urged the Senate to ensure that the investigation was concluded and its findings presented to the chamber for appropriate action against anyone found culpable.

    Akpabio Calls for Thorough Investigation

The Senate President, Godswill Akpabio, described the incident as a sad commentary on how those responsible for the welfare of the corps member handled the situation.
Akpabio stressed the need to establish the circumstances that led to Daniel’s death and ensure that measures were introduced to prevent a recurrence.
He commended Bassey for sponsoring the motion, describing it as an example of responsible representation and a commitment to protecting the interests and welfare of constituents.
Other lawmakers who supported the motion also called for improvements in medical facilities and emergency healthcare services at NYSC orientation camps.
The Senate Minority Leader, Senator Mohammed Ali Ndume, representing Borno South Senatorial District, described the incident as unfortunate and urged the chamber to ensure that the investigation produced concrete recommendations to prevent similar deaths.

Lawmakers Seek Police, Health Committee Involvement

During consideration of the motion, Senator Professor Akintoye, representing Ekiti South Senatorial District, proposed an amendment to specify the Senate committees responsible for investigating the incident rather than leaving the assignment to unspecified committees.
He also called for the involvement of the Nigeria Police Force and other security agencies to ensure a comprehensive investigation into the circumstances surrounding Daniel’s death.
Similarly, Senator Francis Faduyemi, representing Ondo South Senatorial District, who identified himself as a medical doctor and pathologist, called for the inclusion of the Senate Committee on Health in the investigation.
Faduyemi argued that medical expertise would be essential in examining the circumstances of the death and determining whether shortcomings in healthcare delivery contributed to the incident.
The proposed amendments were intended to ensure that the investigation examined both the medical circumstances surrounding Daniel’s death and any possible negligence or wrongdoing.

    Senate Observes Minute of Silence

The Senate adopted a prayer to observe a minute of silence in honour of Daniel and prayed for God to grant his family and loved ones the strength to bear the loss.
The proposed investigation is expected to examine the circumstances surrounding the corps member’s death and identify measures to strengthen healthcare delivery at NYSC orientation camps across the country.
It is also expected to highlight the need for adequate medical facilities, qualified healthcare personnel, prompt emergency response and effective referral systems to safeguard corps members throughout their national service.
The development has renewed attention to the responsibility of the authorities to ensure that young Nigerians participating in the national service programme have access to timely and adequate medical care.
