Beneficiaries of the Niger Delta third phase presidential amnesty programme have threatened to demand the return of their arms and ammunition from the Nigerian government and return to the creeks to cause havoc if the government does not finalise the demobilisation process for them.

The group while commending the interim administrator of the presidential amnesty programme, Col Milland Dixon Dikio, said It was unfortunate that over 11 years after surrendering their arms, the disarmament, demobilisation and reintegration process has not been completed.

The National Chairman of the group, Mr Tonye Bobo, while speaking during a visit to members of the Federated Correspondents’ Chapel of the Nigeria Union of Journalists in Yenagoa on Thursday, urged the amnesty office to document those who surrendered their arms and ammunition but have yet to be documented into the programme to ensure complete peace in the Niger Delta region.

He said despite the fact that the interim administrator of the scheme, Dikio has tried in solving most of the issues confronting the ex-agitators, but the office should be funded to do more.

He also demanded that the third phase of beneficiaries of the programme should be included in education and vocation training programmes for its delegates.

He said: “It’s unfortunate that we have stayed for 11 years plus and the disarmament, demobilisation and reintegration is not completed, we are just trying to calm our followers, but our patience should not be considered to be foolishness.

“That is why when we saw the vision of Col. Dikio for the amnesty programme, we decided to key in to restore peace in the region.

“I want to assure you, if the needful is not done, there will be more agitations, we are only trying to calm our people for us to change the narrative. We are seeking maximum support from the government to the office of the Interim Administrator of the Amnesty programme. All the funds that are required and due to the office should be released.”

He said some of the militants who had embraced peace “have been crying that if the government is not reasoning with them, they will be demanding for their arms and ammunition that they submitted to the government”.

“We want to partner with the government and create a relationship that will be free of violence, so that people will know that what they are thinking about us is not what we are.

“Some of our people have applied since 2012 for education scholarships, up till date, these things have not been met,” he said.

“When we finished, he dropped me at the junction and told me: ‘please, we should meet on Friday in Kontagora’. Just 30 minutes before he entered Kontagora today, he called me and told me that he was about to enter Kontagora not as we earlier scheduled due to some emergency.

“But suddenly, I just received a call again after some few minutes that Abdullahi is no more. A best friend of mine which I will never forget, may your gentle soul continue to rest in peace. We will forever miss you, friend.”

Niger is one of the states most affected by bandits’ attacks.

As insecurity worsens nationwide due to increased banditry, Niger State between January 2020 and February 2021 lost 301 persons to bandits and terrorists’ attacks, according to a report by the SB Morgen Intelligence.

The African-focused research firm had said the deaths occurred during 73 various incidents which were documented.

“Niger State, Nigeria’s largest by land area is just one of four states (the others being Benue, Nasarawa and Plateau) in the vast North-Central region hardest hit by attacks by organised armed groups and militias with affiliation to international terror networks, most notably al-Qaeda and the Islamic State.

“Between January 2020 and February 2021, at least 301 people were killed in 73 various violent incidents in the state. Perception of the government’s neutrality in the conflict has not helped as the government’s attempt to disarm parties to the conflict have been seen as partial to the herders, and have thus backfired, frustrating the entire disarmament campaign,” the report partly read.

Tension In Enugu Communities As River Turns To Blood

Information reaching us that, Residents of the communities of Nomeh, Unateze, Mburumbu, and Nkerefi in Enugu state’s Nkanu East Local Government Area are reportedly living in fear because the Nvuna River, their only source of water, has allegedly turned to blood.

Community members who raised an alarm following the unusual occurrence speculated that fishermen and robbers might have been responsible for the unexpected occurrence. However, an ethanol processing firm in the Ituku Ozalla region of the state was accused of dumping waste water into the river.

The state governor, Chief Ifeanyi Ugwuanyi, dispatched a team of experts led by his special adviser on water management, Chief Dubem Onyia, on a fact-finding mission to the site in an effort to stop the situation and prevent an outbreak.

The researchers also discovered that the effluent had killed all living creatures in the river, including fish. They also found that the water body gave off an odour. Chief Onyia, who expressed the state government’s concern to the citizens of the communities, advised them to stop drinking water from the river. Fear grips Enugu communities as river turns to ‘blood’ Prior to the river cleaning, he assured that the state government was already considering emergency measures such as digging boreholes for the affected communities.

Hon. Onyia stated that once laboratory tests and additional contact tracing are completed, the state government will take further action.

Bandits To Sokoto Communities : We Won’t Stop Attacking You Until Govt Gives Us These 2 Things.

Bandits have told residents of Dunkawa village in Sabon Birni Local Government Area of Sokoto state that they will not stop attacking communities in the area until the government grants them amnesty and pays them monthly allowances.

The gunmen who stormed the village with sophisticated weapons on Thursday boasted that no one can help the residents unless their demands are met.

“They came into the village armed with sophisticated weapons shouting different slogans, they walked around unchecked, they were moving freely, and even patronised local shops.

“They told us not to panic as they were not in the community to attack or kill anybody but to send us to the government. They said nobody, not even the President, Muhammadu Buhari can help us until the government grants them amnesty and agrees to pay them monthly allowances.

“They have been attacking our community, they were here last week and killed some villagers. We have recorded more than five attacks this month alone,” a resident of Dunkawa

Islamic cleric, Sheikh Ahmad Gumi had claimed that bandits learnt kidnapping from Niger Delta militants, advising the Nigerian government to extend amnesty to them as it was done to the militants.

Gumi, who has been visiting the gunmen in the forest in an attempt to negotiate a peace deal with them, said anyone who goes ahead with criminal activities after amnesty has been granted should be dealt with.

The cleric’s tour however drew mixed reactions among Nigerians, with many people criticising him, including the governor of Kaduna state Nasir El-Rufai, who described the move as useless.

    Bandits To Sokoto Communities

Speaking recently at a virtual event hosted by the National Institute for Legislative and Democratic Studies, Gumi said that the gunmen will not surrender until they feel safe.

He said, “Nobody can justify criminality, what we are saying is what we saw in the forest is an ethnic war going on between people in the forest and the neighbouring villages and hamlets. When the herder felt he had grievances and nobody was listening to him, he took up weapons.

“So when we went there and they saw a listening ear, they were ready to negotiate, tell us their grievances, and ready to incorporate into the society. So in such a case, I see no reason why we should not have a dialogue with them.

“Looking at their educational status, they don’t have any official or unofficial education. How can a nation which is serious about security leave a chunk of its society so uneducated, leave it to arms and drugs? I don’t think that society is serious. How can we disperse them, rehabilitate them because they are holding arms to protect themselves.

“If you don’t show them they’re safe in the larger society, there’s no way they can leave their weapon. And that’s why we asked for amnesty for them just like we had in the Niger Delta.
